FLSA Status: Exempt, Executive Non-Bargaining Unit Position


POSITION SUMMARY: Under the administrative direction of the Executive Director (ED) of UW Physicians (UWP), the Chief Operating Officer is responsible for managing the day-to-day operations of the UWP’s clinical practice administrative support services, including day-to-day operations for physician billing, collection, contracting/payor relations and management reporting for UWP.

POSITION RESPONSIBILITIES: The Chief Operating Officer (COO) is responsible for clear and accurate billing of services provided to the patients of UWP physicians and other providers, on-time, every time. Specific areas of responsibility and emphasis include:

  • As a member of the senior management team, develops strategic plans and sets goals for UWP. Works as part of the team to accomplish goals. Overall, UWP strives to be in the top 10% of benchmarked organizations on all key performance indicators.
  • Selects and develops the best team of professionals throughout the operations division to meet the vision and goals of the organization.
  • Builds and maintains strong relationships throughout UW Medicine (which includes two medical centers (UWMC & HMC), School of Medicine (SOM), clinical departments, Board of Trustees, and others).
  • Works as key liaison for UWP with the SOM Clinical Department Administrators.
  • Develops a strong partnership with the UWP Compliance Officer to ensure all applicable regulations and requirements of payors and the terms of any payor agreements are met. While compliance policy development & training are the responsibility of the Compliance Officer; timely implementation of policy and development of related operational procedures are the COO’s responsibility.
  • Duties of the COO include oversight of 75% of UWP’s personnel budget in the following areas:
    • Contracting & payor relations;
    • Charge capture;
    • Claims & denial management;
    • Patient inquiry & collections;
    • Payment posting.
  • Serves as key liaison with UW Medicine partners in representing UWP’s interest in the following arenas;
    • New systems/technology;
    • Payor contracting and relationships;
    • Access and revenue cycle initiatives;
    • Government payor programs and opportunities;
  • Serves on payor advisory panels as opportunities present or are identified.
  • Represents UWP in key forums across UW Medicine as designated by the ED.
  • Leverages existing and new systems and technologies to improve quality output per unit cost.
  • Leverages standardization and process improvement techniques to improve business operations.
  • Participates in the preparation of practice plan budgets and cash flow plans. Works to manage costs toward the improvement of net cash/RVU. Net cash is defined as cash after practice plan expenses.
  • Identifies key operational indicators against which faculty practice support staff performance can be measured, assesses current performance, and develops and implements systems to improve staff performance.
  • Fosters a smoothly functioning, efficient organization through the timely and effective identification and resolution of problems, issues and conflicts.
  • Invests in continuing personal professional growth and development.
  • Performs other activities as assigned by the UWP Executive Director.
  • Serves as acting UWP Executive Director in the Executive Director’s absence.

PREFERRED QUALIFICATIONS:

  • A bachelor’s degree in Business Administration is required. A CPA and/or masters degree in business administration, health administration or related field is preferred.
  • Minimum of six years in senior operations management position of an organization with broad and complex responsibilities.
  • The technical knowledge and managerial skills required to plan, direct, and control the business of a complex faculty practice plan.
  • Ability to communicate and work with others within and outside the organization.
  • Understanding of the highly competitive medical services marketplace. Understanding of the evolving health care industry relative to the changes in organization, financing, and delivery of health care services and how they potentially will impact the academic medical centers and their faculty physicians.
  • Ability to develop, implement, market, and manage operational support services for multi-site medical services operation.
  • Ability to schedule and set priorities for self and others, handle multiple concurrent activities, work within a budget, manage projects and people, meet deadlines and get positive results.
  • A management style that encourages collegiality, teamwork, participation, communication and service orientation.
  • Strong interpersonal and verbal communication skills, excellent writing proficiency, professional appearance, and an executive demeanor.
  • Ability to delegate responsibility to senior subordinates allowing them to identify the ways and means to accomplish specific operational goals and objectives.
  • Leadership skills as characterized by one who possesses a broad vision of the future of health care and assertiveness in taking risks and presenting and selling ideas. At the same time, possessing a mature sensitivity to the values and expectations of others.

COMPLIANCE REQUIREMENTS: All management positions require adherence to the UWP Code of Conduct and UWP Billing Compliance Policies and related training requirements. Incumbents must demonstrate knowledge and understanding of the confidentiality of employee information, UWP plans, initiatives, and financial information, and patient privacy rights. Job duties must be performed with minimum access to and use of UWP, employee, and/or patient information. Incumbents are required to engage in active discussion with subordinates on the requirements for reporting of compliance concerns and the company’s commitment to non-retaliation for reporting such concerns. Incumbents must promptly report all compliance concerns.
